Building a Unified National Data Exchange Platform for Better Data Governance

As governments, businesses, researchers, and civil society increasingly rely on data to drive decision-making, innovation, and public service delivery, the need for secure, interoperable, and responsible data-sharing systems has become critical. However, valuable datasets often remain fragmented across institutions, sectors, and jurisdictions, limiting their potential for generating public value and enabling emerging technologies such as Artificial Intelligence (AI), Machine Learning (ML), and Blockchain.

To unlock the full potential of data-driven innovation, India requires robust digital infrastructure that enables trusted data exchange while respecting ownership, privacy, governance requirements, and institutional objectives.

CivicDataLab, in collaboration with the National Informatics Centre (NIC) under the Ministry of Electronics and Information Technology (MeitY), co-created a Unified National Data Platform designed to facilitate the responsible sharing, discovery, and reuse of high-value datasets across sectors.

Beginning with platform strategy, project planning, and solution design, CivicDataLab supported the end-to-end development of a national data exchange ecosystem. This included the creation of core platform components such as Data Catalogue and Data Publishing modules, enabling organisations to securely publish, discover, and manage datasets through standardised workflows. The platform was further strengthened with data analytics capabilities and smart contract-based mechanisms to support governed data exchange, enhance interoperability, and enable secure access across participating institutions.

Designed as a trusted data exchange ecosystem, this platform enables government agencies, private sector organisations, research institutions, civil society organisations, and other stakeholders to securely publish, access, and utilise datasets without compromising their data rights, governance structures, or operational priorities.

The platform is designed to:

• Enable responsible and trusted sharing of high-value datasets across sectors and stakeholders.
• Improve the accessibility, discoverability, interoperability and reuse of datasets for public-interest and innovation-driven use cases.
• Support the development and deployment of emerging technologies including AI, ML, and Blockchain through access to high-quality data resources.
• Strengthen data governance practices through standardised metadata, access controls, smart contracts, and institutional governance mechanisms.
• Foster collaboration across government, academia, industry, and civil society through a secure and interoperable data ecosystem.

Beyond platform development, CivicDataLab has worked closely with NIC and MeitY to strengthen institutional capacity for the effective adoption and utilisation of the platform. This includes conducting capacity-building workshops, stakeholder consultations, technical trainings and implementation support across multiple levels of governance.

Our engagements brought together a diverse range of stakeholders, including central government ministries, state government departments, district administrations, public agencies, private sector organisations, civil society groups, academic institutions, and data communities. Through these efforts, we helped to build both the technical infrastructure and the institutional readiness required to enable responsible, interoperable and scalable data sharing across India's digital ecosystem.
